US ambassador to the European Union, Gordon Sondland, who had been due to meet behind closed doors with staff of three Democratic-led House committees Tuesday morning over the role he may have played in Mr Trump’s efforts to get Ukraine to probe former Vice President Joe Biden, a political rival, was blocked from giving testimony in the House of Representatives’ impeachment investigation of the Republican president by the Trump administration.
He had agreed to testify voluntarily without a subpoena and, through his lawyer on Tuesday, said he hoped “the issues raised by the State Department that preclude his testimony will be resolved promptly”.
“He stands ready to testify on short notice, whenever he is permitted to appear,” his lawyer, Robert Luskin, said in a statement.

A slew of lawsuits against key Democrats in an attempt to fend off impeachment proceedings against the president, is on the way, as President Trump’s personal attorney, and former New York City Mayor Rudy Giuliani said he would not testify or provide information in US House impeachment inquiry:
“I wouldn’t testify in front of that committee until there is a vote of Congress and he [Schiff] is removed,” Giuliani said, referring to Republican calls for a full House vote on an impeachment inquiry, and the removal of Adam Schiff as the committee’s chairman.
Senate Judiciary Committee Chairman Lindsay Graham said earlier that he would invite Giuliani to testify before his committee.
“Graham wants me to lay out in one place, in one time the Ukrainian collusion and the Biden corruption…I appreciate Lindsey offering the opportunity to lay the whole case out,” Giuliani said.
