BROWNSVILLE, Texas – A former south Texas police officer man will spend the next 10 years behind bars for possessing child pornography, following an investigation by U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI). ICE’s HSI Rio Grande Valley Child Exploitation Task Force conducted the investigation with assistance from the Primera Police Department (PPP), Texas Rangers and the Cameron County District Attorney. Joel Alex Sandate, 32, of Los Fresnos, Texas, was sentenced Oct. 7 in federal court to 120 months in federal prison. His sentence is to be followed immediately followed by 20 years of supervised release. He will also have to comply with numerous requirements designed to restrict his access to children and the internet. He will also be ordered to register as a sex offender. At the hearing, the judge heard additional information including a victim impact statement and her mother. Sandate was further ordered to pay $4,320 in restitution to the known victim and ordered an additional $10,000 special assessment.

WASHINGTON — U.S. Immigration and Customs Enforcement (ICE) Enforcement and Removal Operations (ERO) officers removed a Rwandan national wanted for genocide in his home country, as Oswald Rukemuye, 58, was turned over to law enforcement authorities in Rwanda to face justice for his crimes. On Nov. 3, 2007, Rukemuye was convicted of genocide in absentia in a local Rwandan gacaca court. On Sept. 18, 2008, the Government of Rwanda issued an indictment and arrest warrant for him, charging him with genocide, murder, extermination, leadership, and participation in a criminal gang. Rukemuye is a citizen of Rwanda who was admitted to the U.S. in 1996. Evidence indicating that Rukemuye obscured his role in the 1994 Rwandan genocide led ICE Homeland Security Investigations (HSI) Cincinnati to open an investigation.

A California man was sentenced today to 55 years in prison followed by a lifetime of supervised release for sexual exploitation of a minor and distribution of child pornography, as Jacob Blanco, 29, of Fresno, pleaded guilty in May 2020 to sexual exploitation of a minor and receipt and distribution of material involving sexual exploitation of minors. Blanco’s activities were discovered in March 2017 when the parents of a then six-year-old discovered the child had communicated with and created sexually explicit images at the request of another user on the social media application Musical.ly (now TikTok). Law enforcement investigators subsequently identified the offender as Blanco.

A Texas man, identified as Juan Olaya, 41, of Houston,  was sentenced to 40 years in prison for his leadership role in an armed home invasion robbery crew that traveled the United States targeting families of South Asian and East Asian descent, convicted by a federal jury of one count of racketeering conspiracy, four counts of assault with a dangerous weapon in aid of racketeering, and four counts of brandishing a firearm during and in relation to a crime of violence on March 9, 2020. Evidence presented at trial, showed that he acted as the road boss for an enterprise that committed a string of armed home invasions in Michigan, Georgia, New York, New Jersey, and Texas from August through December of 2014, recruited other crew members and assigned roles to those members, then crew members then traveled to specific locations, conducted surveillance, and executed the robberies.

“The Criminal Division is committed to protecting the American public from violent criminals, particularly when those criminals target individuals based on their ethnicity or race,” said Acting Assistant Attorney General Nicholas L. McQuaid of the Justice Department’s Criminal Division.

“We hope that this prosecution, trial conviction, and sentence will serve as a deterrent to others who might think about engaging in similar violent conduct.”

CHICAGO — A Illinois woman, identified as Concepcion Malinek, 50, of Cicero, Illinois, who trafficked numerous undocumented immigrants from Guatemala was sentenced today to six and a half years in federal prison April 19, announced by John R. Lausch, Jr., United States Attorney for the Northern District of Illinois.

 She pleaded guilty last year to one count of labor trafficking,  was sentenced to 78 months in prison for the crime,  and ordered to pay $112,545 in restitution to the victims.

“Malinek controlled her victims’ every move, knowing their whereabouts at all times, the exact amount of each paycheck she stole from them, and what levers to push and pull to keep them all in line,” Assistant U.S. Attorney Christopher V. Parente argued in the government’s sentencing memorandum.

“Malinek knew her victims were scared of deportation”.

Authorities in Indonesia were trying to locate a missing submarine, after the KRI Nanggala-402 submarine stopped responding in the early morning, with defense official from the National Armed Forces (TNI) Commander Marshal Hadi Tjahjanto told national paper Kompas that the submarine disappeared in waters about 60 miles (95 kilometers) north of the island of Bali:

“Just when the dive permit was given, after being given the clearance, contact was immediately lost,” he told the paper.

It is one of five submarines owned by the Indonesian armed forces,  was built in West Germany in 1978, and Indonesia has requested the help of Australia and Singapore in finding the ship.

Officials later told Reuters news agency that an oil spill had been discovered near the vessel’s last known position, and that 53 people were on board and that it was involved in torpedo drills when it went missing.
