A Florida man, identified as Dennis Nobbe, 63, of Miami, Florida, has been charged regarding allegations that he fraudulently obtained a Paycheck Protection Program (PPP) loan and an Economic Injury Disaster Loan (EIDL), and that he orchestrated a conspiracy to submit false and fraudulent claims for reimbursement to Medicare and CareCredit, and to defraud his own patients by charging them thousands of dollars for chiropractic services under false pretenses.
He was charged by criminal complaint, unsealed today upon his arrest, in the Southern District of Florida with wire fraud; health care fraud; conspiracy to commit health care fraud and wire fraud; making false statements to a financial institution; money laundering; and conspiracy to commit money laundering. He is expected to make his initial appearance before U.S. Magistrate Judge John O’Sullivan at 1 p.m. EST today.
The complaint alleges that Nobbe, a chiropractor, orchestrated a scheme to exploit his patients for financial gain through a credit card program intended to help patients pay for out-of-pocket medical expenses. To conceal his role in the scheme, Nobbe paid bribes to other physicians to open credit card merchant accounts in their names. Nobbe then encouraged patients at his chiropractic business, Dynamic Medical Services Inc., many of whom were low-income and did not speak English, to apply for the credit cards.
According to the complaint, Nobbe charged thousands of dollars to these credit cards for services that he never, or only partially, rendered, leaving patients saddled with debt. In addition, Nobbe bribed a physician to submit claims to Medicare on Nobbe’s behalf because Nobbe, as a chiropractor, was ineligible to submit the claims himself, and would not have been able to receive reimbursement for the claimed services. Nobbe and other physicians also allegedly conspired to launder the proceeds from these schemes.
As stated in the complaint, Nobbe instructed the physicians to conceal Nobbe’s involvement in the scheme, and sought to conceal the purpose of large wire transfers he received, through the use of shell companies and sham contracts.

A core sample of the Stonehenge sarsens stone megaliths taken in the 1950s during conservation work, and stored all these years in the US have solved an enduring mystery about Stonehenge, the famed monument in Wiltshire, England.
The sarsens were erected at Stonehenge around 2500 BC, with the largest standing over 27 feet tall, and heaviest weighing about 27.5 tonnes.
“The sarsen stones make up the iconic outer circle and central trilithon [two vertical stones supporting a horizontal stone] horseshoe at Stonehenge. They are enormous,” said University of Brighton geomorphologist Dr. David Nash, who led the study published in the journal Science Advances.
“How they were moved to the site is still really the subject of speculation. Given the size of the stones, they must have either been dragged or moved on rollers to Stonehenge. We don’t know the exact route but at least we now have a starting point and an endpoint.”

Oregon Governor Kate Brown announced that the Trump administration had agreed to a “phased withdrawal” of federal officers deployed at the Mark Hatfield United States Courthouse, contradicting White House spokesperson Sarah Matthews statement that “as the president and [Acting] Secretary of Homeland Security [Chad] Wolf have both made clear, federal law enforcement officers will not leave until the seat of justice in Portland is secure.”
President Trump threatened that if the Oregon State Police cannot crush the protests on their own and to the satisfaction of the federal police present, he will deploy the National Guard.
On July 23, US District Judge Michael H. Simon issued a temporary restraining order on officers for the US Department of Homeland Security and the US Marshals Service in Portland, similar to the restriction he placed on local police earlier in the month, according to Oregon Public Broadcasting.
The injunction, which limits the force officers can use against journalists and legal observers, came after a lawsuit was filed by the American Civil Liberties Union (ACLU) in Oregon claiming that law enforcement officers in Portland have been arresting journalists at protests over the killing of George Floyd in the hands of Minneapolis, Minnesota, police since late May.
