A new anti-terrorism legislation will give greater powers to authorities to arrest people without a warrant and carry out surveillance, with the 2020 Anti-Terrorism Bill being an upgrade of the Human Security Act of 2007, giving the security forces the right to arrest suspects without a legal warrant, hold them without charges for a longer period of time, and wiretap them for up to 90 days. Additionally, there will be an anti-terror council in place to define what constitutes terrorism.

The Philippine military backed the new legislation, since former army chief General Carlito Galvez Jr said that existing laws only allowed three days to build a case and charge a suspect, and now  Antonio Carpio, a retired Supreme Court justice said that “the law deals with fundamental constitutional rights.”

The United States has withdrawn from the United Nations Human Rights Council accusing it of a “chronic bias against Israel” according to UN ambassador Nicky Haley, while human rights groups say Trump administration is not prioritizing human rights.

“For too long the Human Rights Council has been a protector of human rights abusers and a cesspool of political bias,” she said.
“Regrettably, it is now clear that our call for reform was not needed. Human rights abuses continue to serve on and be elected to the council”.

“The world’s most inhumane regimes continue to escape scrutiny and the council continues politicising and scape-goating of countries with positive human rights records in an attempt to distract from the abusers and their ranks.”

“Look at the council membership, and you see an appalling disrespect for the most basic rights,” said Ms. Haley, citing Venezuela, China, Cuba and the Democratic Republic of Congo.

But Israeli Prime Minister Benjamin Netanyahu took to Twitter to welcome the move, saying it showed “enough is enough”.

ICE Enforcement and Removal Operations officers arrested 33 fugitives sought for their roles in known or suspected human rights violations during a nationwide operation this week, mostly foreign nationals who all have outstanding removal orders and are subject to repatriation to their countries of origin. Of the 33 known or suspected human rights violators arrested during Operation No Safe Haven IV, eight individuals are also criminal aliens with convictions for crimes including, but not limited to battery, weapons offenses, driving while intoxicated, and resisting arrest. This operation surpassed the number of known or suspected human rights violators arrested during the first nationwide No Safe Haven operation, which took place in September 2014.

“This operation continues ICE’s work to ensure that the United States does not serve as a safe haven for those who commit human rights violations in their countries of origin,” said Thomas D. Homan, Deputy Director of ICE. “We will continue to pursue these individuals as priorities for enforcement— using our agency’s unique authorities to investigate criminal activity and to enforce immigration laws.”

Six state police officers were among 16 people killed last night in violent clashes in two municipalities in the state of Guerrero, with incidents occurring in the Costa Grande region, one in Zihuatanejo, the other in Petatlán.

“In the vicinity of El Coacoyul, a state police patrol car was attacked by about 15 armed civilians who were carrying AK-47-style assault weapons. Public security forces repelled the aggressors and killed three [gunmen],” State security spokesman Roberto Álvarez Heredia said.

He explained that the rest of the armed men then ran to a nearby hill, while the state police called for backup.

“. . . The army, the navy and ministerial police arrived at the location provoking a second confrontation that left a toll of seven civilian deaths . . .” the official said.

In the neighboring municipality of Petatlán, six state police officers were ambushed by civilians also wielding AK-47s, resulting in the deaths of all six men.
