The dreams of former Chief of Naval Operations Adm. Mike Boorda, originally a first class petty officer before being picked up for a commissioning program in the 1960s, his vision coming true when he reached the rank of full admiral and the Navy’s top uniformed level, rising from the deck-plates to the wardroom.
