A three-judge panel of the Ninth Circuit Court of Appeals ruled 2–1 that the Justice Department could deny Community Oriented Policing Services grants to cities and states that have “sanctuary” policies prohibiting law-enforcement cooperation with federal immigration authorities, handing down a major victory to the Trump administration in a case concerning the withholding of federal funds for local policing from so-called sanctuary cities
“The panel rejected Los Angeles’s argument that DOJ’s practice of giving additional consideration to applicants that choose to further the two specified federal goals violated the Constitution’s Spending Clause,” Judge Sandra Ikuta wrote for the majority.
Los Angeles, a sanctuary city, sued the Justice Department when it was denied a $3 million grant under the administration’s policy, but the Ninth Circuit’s ruling reversed the decision of a California court in that suit.
“The panel held that DOJ did not exceed its statutory authority in awarding bonus points to applicants that selected the illegal immigration focus area or that agreed to the Certification.”
President Trump issued an executive order in January 2017 limiting the provision of federal funds to sanctuary cities.

A study published in the journal Science Immunology described the new cancer immunotherapy developed by Chinese scientists as a combined tumor-killing therapy that can be activated specifically at tumor sites in mouse models of cancer by preventing the immune system from becoming tolerant of tumors, which occurs in 30 percent of all cancer patients.
A team led by Wang Dangge from Shanghai Institute of Materia Medica under the Chinese Academy of Sciences and Fudan University developed a common immune checkpoint inhibitor in a nanoparticle formulation, which is highly tumor-specific.
But the checkpoint inhibitor used to target those immune system-suppressing proteins like PD-1 and PD-L1 often fails to reach deep-seated or metastatic tumors, the checkpoint inhibitor being a kind of increasingly popular anti-tumor drug that can block proteins that keep immune T cells from killing cancer.
