A federal grand jury has charged four Chinese nationals and a Chinese company with violating the International Emergency Economic Powers Act (IEEPA), conspiracy to violate IEEPA and defraud the United States; conspiracy to violate, evade and avoid restrictions imposed under the Weapons of Mass Destruction Proliferators Sanctions Regulations (WMDPSR); and conspiracy to launder monetary instruments.

 The indictment alleges that from December 2009 to September 2015, the defendants established front companies in offshore jurisdictions such as the British Virgin Islands, the Seychelles, Hong Kong, Wales, England, and Anguilla, and opened Chinese bank accounts held in the names of the front companies at banks in China that maintained correspondent accounts in the United States.

“Through the use of more than 20 front companies, the defendants are alleged to have sought to obscure illicit financial dealings on behalf of sanctioned North Korean entities that were involved in the proliferation of weapons of mass destruction,” said Assistant Attorney General Mr. John Demers.

According to the indictment, unsealed in Newark federal court on May 2, 2019, and other court filings, between around October 2013 through May 2018, Ukrainian national Oleksii Petrovich Ivanov, 31, conspired to defraud millions of internet users around the world by launching malicious online advertising campaigns that appeared legitimate, but attempted to direct the internet browsers of victim computers towards malicious computer programs (“malware”), unwanted advertisements, and other computers that could install malware.

He was charged with participating in a years-long, international scheme to infect computers with malware through online advertisements – so-called “malvertising” – will appear in Newark, New Jersey federal court today after being extradited from the Netherlands, Assistant Attorney General Brian A Benczkowski of the Justice Department’s Criminal Division and US.

  “This case and today’s extradition demonstrate that the United States and its international partners will find cyber fugitives and bring them to face justice in the United States, no matter where they commit their crimes.”

“Cyber criminals who harm victims in the United States and around the world cannot rely on fake identities and international borders to evade justice,” said Assistant Attorney General Benczkowski

Israel Defense Forces (IDF) reported over 150 rockets launched from the Gaza Strip into the country; in return, the number of targets in the Gaza Strip targeted by Israeli aircraft reached 30, as the Islamic Jihad published a video showing its fighters loading projectiles into a rocket launcher and threatening to attack an Israeli nuclear plant in Dimona, the Ashdod Port, refineries in Haifa and the Ben Gurion Airport, the Times of Israel reports.

The clip surfaced after the IDF carried out attacks against two key groups in the Palestinian enclave — Hamas, which governs the Gaza Strip, and its ally, the Islamic Jihad movement — after more than 150 rockets were launched from the strip.

The exchange of fire broke the Cairo-mediated truce, which lasted over a month and stipulated a reduction in bombardment of Palestinian territories in exchange for the easing of Israel’s blockade on the enclave.

On Feb. 28, 2019 approximately 3,200 lbs. of cocaine, with an estimated street value of $77,000,000, was seized at the Port of New York/Newark in a joint operation involving U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI), US Customs and Border Protection (CBP), Joint Task Force East (JTF-E), the US Coast Guard (USCG), the Drug Enforcement Administration (DEA), the New York Police Department (NYPD), and the New York State Police (NYSP).

An examination of a shipping container entering the United States revealed 60 packages containing a white powdery substance that field-tested positive for cocaine.  This apprehension is the second largest cocaine seizure at the Port of New York/Newark, and the largest in nearly 25 years.

“Cocaine, New York’s nemesis of the 90s, is back-indicating traffickers push to build an emerging customer base of users mixing cocaine with fentanyl,” said DEA Special Agent in Charge Ray Donovan.

  “This record-breaking seizure draws attention to this new threat and shows law enforcement’s collaborative efforts in seizing illicit drugs before it gets to the streets and into users’ hands”.

“Transnational Criminal Organizations rely upon illicit networks throughout the world to supply, transport, and distribute cocaine and other dangerous drugs,” said Brian Michael, Special Agent in Charge, HSI Newark.

  “HSI’s Border Enforcement Security Task Force in Newark, comprised of CBP, Waterfront Commission of NY Harbor Police, Hudson County Sheriff’s Office, Port Authority Police Department, and Dover Police Department worked together to make this operation a success”.
