ICE Los Angeles announced the results of enforcement actions, following the targeted apprehension of more than 300 individuals within the local area of responsibility by identifying, targeting, and arresting removable aliens who have been previously arrested, or have pending charges or convictions, for crimes against people – including, but not limited to, assault/battery, burglary, child cruelty, domestic violence, kidnapping, and sexual offenses.
“Our officers have continued targeted enforcement operations throughout the ongoing COVID-19 pandemic, while incorporating appropriate procedures to safely and effectively perform missions that ensure public safety,” said ICE’s ERO Los Angeles Field Office Director Dave Marin.
“These arrests have a significant impact on victims, or potential victims, of these crimes – by focusing our efforts on perpetrators of crimes against others, we were able to remove immediate threats from our communities, and in many cases, prevent future victimization.”
Below there is sample of some of the most significant arrests made in Los Angeles AOR:
A 44-year-old citizen and national of Mexico arrested on July 31 in Corona, California. Convicted in Orange, California, of inflicting corporal injury to a spouse and willful cruelty to a child in March 2007; of battery of spouse on spouse in September 2008; and again, of driving without a license and hit and run in February 2013. This convicted criminal was ordered removed by an immigration judge in March 2013, removed by ERO, and unlawfully returned to the U.S., which is a federal crime.
A 32-year-old citizen and national of Honduras arrested on Aug. 4 in Los Angeles. Convicted in Vista, California, of rape by force in October 2017. An immigration judge ordered him removed in January 2007; he was removed to Honduras, and unlawfully reentered the U.S., consequently committing a sexual offense.
A 35-year-old citizen and national of Mexico arrested on Aug. 6 in Hemet, California. Convicted in Los Angeles, of sexual penetration with a foreign object of an unconscious victim in June 2013. ERO served the individual with a Notice to Appear, Form I-862, charging removability pursuant to section 237(a)(2)(A)(iii) of the Immigration and Nationality Act (INA) as an alien convicted of an aggravated felony.

Bryan Connor Herrell, 26, of Aurora, Colorado, was a moderator on the AlphaBay marketplace, an illegal website that operated on the so-called darknet, where vendors and purchasers engaged in hundreds of thousands of illicit transactions for guns, drugs, stolen identity information, credit card numbers and other illegal items, AlphaBay being the world’s largest online drug marketplace.
“This sentence of an AlphaBay employee demonstrates the collective efforts of law enforcement authorities in the United States and Europe to find and prosecute transnational criminal actors wherever they hide,” said Acting Assistant Attorney General Brian C. Rabbitt of the Justice Department’s Criminal Division.
“The department will continue to work tirelessly to hold accountable criminals who use the Dark Web to facilitate illegal activity no matter where they may be located.”
“This sentence serves as further proof that criminals cannot hide behind technology to break the law,” said U.S. Attorney McGregor Scott of the Eastern District of California.
“Operating behind the veil of the darknet may seem to offer shelter from criminal investigations, but people should think twice before ordering or selling drugs online—you will be caught. This office will continue using all means available to pursue darknet-based crimes, particularly those involving fentanyl, opioids, and other dangerous drugs.”
“The FBI is committed to developing highly trained cyber investigators who work with our international partners and perpetually evolve to counter the threat darknet criminals pose. Cases like these exemplify how the FBI and our international partners are eliminating the false promise of anonymity dark marketplaces claim to provide and are successfully dismantling criminal organizations which prey upon communities through use of sophisticated computer code,” said Special Agent in Charge Sean Ragan of the FBI’s Sacramento Field Office.
“Herrell’s sentence sends a clear message to criminals that the darknet is no safe haven for illegal transactions.”
