Attorney General William P. Barr today directed the Federal Bureau of Prisons to schedule the executions of two federal death-row inmates who were each convicted of murder.

William Emmett LeCroy raped and murdered Joann Lee Tiesler, a 30-year-old nurse, in 2001. LeCroy had previously served 10 years in federal and state prison for, among other crimes, aggravated assault, burglary, child molestation, and statutory rape. 
Christopher Andre Vialva murdered youth ministers Todd and Stacie Bagley in 1999. While stopping to use a payphone in Killeen, Texas, Todd Bagley agreed to give a ride to Vialva and two of his accomplices. In June 2000, a jury in the U.S. District Court for the Western District of Texas found Vialva guilty of, among other offenses, two counts of murder within the special maritime and territorial jurisdiction of the United States and unanimously recommended two death sentences. His convictions and sentences were affirmed on appeal, and his requests for collateral relief were rejected by every court that considered them. Vialva’s execution is scheduled for Sept. 24, 2020.
The executions will take place at the U.S. Penitentiary in Terre Haute, Indiana.

“These successful extraditions demonstrate the commitment of the Department of Justice to support local, state and federal law enforcement agencies throughout the United States and our strong working relationship with dedicated foreign partners who assist in apprehending foreign fugitives wherever they may be hiding,” said Acting Assistant Attorney General Brian C. Rabbitt of the Justice Department’s Criminal Division.

“Thanks to the efforts of our law enforcement partners in Cyprus, Ghassan Diab and Joshua Polloso Epifaniou will now be held accountable in the United States for their alleged crimes.”

U.S. Immigration and Customs Enforcement (ICE) has repeatedly asked local jurisdictions to reconsider non-cooperation policies because those policies put politics before public safety. On Friday, ICE released more examples of foreign nationals with active ICE detainers who have been detained for serious criminal offenses. ICE asks each of these jurisdictions to transfer these individuals to federal custody instead of releasing them to the community where they may reoffend.

ICE maintains that cooperation with local law enforcement is essential to protecting public safety, and the agency aims to work cooperatively with local jurisdictions to ensure that criminal aliens are not released into U.S. communities to commit additional crimes.

“The only way a person is subject to an ICE detainer… is if they are handcuffed and arrested for a crime committed in the local community,” said acting ICE Director Matt Albence.

“We’ve got the equivalent of three football stadiums of $100 bills,” the chief executive of the Association of Superannuation Funds of Australia, or ASFA, Martin Fahey observed, as the total pool of Australian superannuation has now hit $3 trillion and last year, at 15.2 per cent, it produced the best return, on average, since 2013.

“Over a 15-year period we would typically expect funds to return 5, 6 maybe 7 per cent, but we’ve had extraordinary results mainly driven by the outstanding performance of both international and domestic equities,” he said.

Figures from SuperRatings show the median, or typical, balanced fund produced a slightly lower return of 13.8 per cent last year, but that was still the best in six years.

Mr. Fahey said Australia’s financial markets were relatively small so, in an effort to stretch returns, local fund managers were investing more of their clients’ super in international markets, including the US.

“I think what we have to be increasingly aware of is that, as our superannuation system has grown, increasingly, money has been deployed offshore,” he said.

    According to a Portland, Oregon police news release, on Saturday, October 13, 2018, a demonstration, counter-demonstration and an illegal march occurred in Downtown Portland, with the protest events and rally held on sidewalks and roadways in the Downtown Portland area over the course of approximately three hours.
    Prior to the start of the protests, liaison officers attempted to communicate with both “Patriots” and “Antifa” groups to help facilitate a safe environment for everyone involved, observing  people in possession of hard-knuckled gloves, firearms, batons, knives and use of pepper spray.

    Three former commodities traders of a New York-based financial services firm (“Trading Firm A”) were charged yesterday for their alleged participation in an over $60 million commodities fraud and spoofing conspiracy that was perpetrated through the U.S. commodities markets. Two of these traders have agreed to plead guilty for their respective roles in the criminal conspiracy.
    Yuchun “Bruce” Mao, 39, a citizen of the People’s Republic of China, was indicted on one count of conspiracy to commit commodities fraud, two counts of commodities fraud and two counts of spoofing. Kamaldeep Gandhi, 36, of Chicago, was charged by criminal information with two counts of conspiracy to engage in wire fraud, commodities fraud, and spoofing. Krishna Mohan, 33, of New York, New York, was charged by criminal information with one count of conspiracy to engage in wire fraud, commodities fraud, and spoofing.
    “As alleged in today’s charges, these individuals engaged in a sophisticated scheme to distort the futures market for their advantage by placing large ‘spoofed’ trading orders that they never intended to execute,” said Assistant Attorney General Benczkowski.
    “Investor trust is the cornerstone of our trading markets, and the Criminal Division will aggressively investigate and prosecute those who undermine that trust by engaging in spoofing or any other illegal conduct.”
    The indictment alleges that Mao was co-head of a trading team that traded commodities on behalf of Trading Firm A, working in Chicago and New York. The indictment alleges that from in or around March 2012 through in or around March 2014, Mao and others conspired to mislead the markets for E-Mini S&P 500 and E‑Mini NASDAQ 100 futures contracts traded on the Chicago Mercantile Exchange (CME), and E-Mini Dow futures contracts traded on the Chicago Board of Trade (CBOT). The indictment further alleges that Mao and his co-conspirators deceived market participants and manipulated markets by placing thousands of orders that they did not intend to execute, or “spoof orders,” to create the false and misleading appearance of increased supply or demand. Market participants that traded futures contracts in these three markets while the spoof orders distorted market prices incurred market losses of over $60 million.
