A Gambian man previously residing in Denver, Colorado, was arrested today on torture charges stemming from his actions specifically intended to inflict severe physical pain and suffering on individuals in his custody and control in The Gambia in 2006.

An indictment was returned June 2 and unsealed today charging Michael Sang Correa, 41, a national of The Gambia, with one count of conspiracy to commit torture and six counts of inflicting torture on specific individuals. Correa made his first court appearance on the charges today before U.S. Magistrate Judge N. Reid Neureiter in the District of Colorado.

“Michael Correa’s case is another example of our commitment to pursue those who attempt to evade accountability for their actions by fleeing to the United States,” said Assistant Director David C. Shaw of U.S. Immigration and Customs Enforcement’s Homeland Security Investigations (HSI), National Security Investigations Division, who oversees the Human Rights Violators and War Crimes Center. “HSI will continue to investigate perpetrators of torture, genocide, and other war crimes to ensure the United States does not serve as a safe haven for human rights violators.”
“Michael Correa allegedly committed heinous acts of violence against victim after victim in a brutal effort to coerce confessions from suspected coup plotters in The Gambia,” said Assistant Attorney General Brian A. Benczkowski of the Justice Department’s Criminal Division. “These charges underscore that the United States will not be a safe haven for perpetrators of torture and that human rights violators will be held accountable and brought to justice.”

“The crimes Correa is accused of are heinous and his victims deserve nothing less than justice,” said Eric Balliet, deputy special agent in charge, HSI Denver. “HSI and our international partners will continue to hold human rights violators accountable from regimes that seek to oppress their own people. In trying to take refuge in our community, Correa demonstrates how human rights violators will try to hide among the communities they have terrorized but we’re here to ensure he is held accountable for his alleged crimes.”

“As federal prosecutors, our mission is to seek out injustice and to hold accountable those who perpetuate it, regardless of where it occurs,” said U.S. Attorney Jason R. Dunn of the District of Colorado. “With this arrest, we are not only holding accountable a man who has allegedly committed horrific acts of torture against his own people, but demonstrating to the people of The Gambia, and indeed the entire world, that the United States stands for the rule of law and against those who abuse human rights.”

A joint King’s College London and the Australian National University study points to poverty increasing dramatically in middle-income developing countries, including Asian countries such as Bangladesh, India, Indonesia, Pakistan and the Philippines, deemed to be particularly vulnerable to the pandemic’s economic shockwaves, with lockdowns severely curtailing activity.

“The pandemic is fast becoming an economic crisis for developing countries,” said Andy Sumner, a professor of international development at King’s College London and one of the report’s co-authors. 

In a worst-case scenario, the number of people in extreme poverty — defined as earning under $US1.90 a day — is forecast to rise from about 700 million to 1.1 billion, according to the report.

ICE Homeland Security Investigations (HSI) Baltimore special agents and Maryland law enforcement partners have seized over 14,000 unapproved COVID-19 treatment capsules and several unapproved COVID-19 test kits as part of ongoing Operation Stolen Promise investigations. Operation Stolen Promise is a national operation aimed at combatting COVID-19 fraud and other related criminal activity. The operation enhances collaboration with multiple federal agencies, along with business and industry representatives. Surging criminal activity surrounding the COVID-19 pandemic requires an equally robust investigative response to protect the American public.

HSI Baltimore has been actively leveraging investigative resources and partnerships to intercept fraudulent products before they can enter our community. In one seizure, HSI Baltimore, U.S Customs and Border Protection and Maryland Natural Resources Police intercepted and seized a shipment that originated in China and contained unapproved COVID-19 test kits. In another case, HSI and the U.S. Postal Inspection Service intercepted a package originating in Hong Kong and discovered nearly 500 unapproved COVID-19 treatment capsules.

“In uncertain times, criminals often take advantage of fear and anxiety, hawking fraudulent cures out of greed and disregard for your wellbeing. If it seems too good to be true, it probably is. There are no approved test kits that you can get without going to your doctor and cures being sold online not only delay your trip to the doctor for proper care, but their ingredients can cause more harm,” said HSI Baltimore Special Agent in Charge John Eisert.

“HSI Baltimore stands with our law enforcement partners at U.S. Customs and Border Protection, the U.S. Postal Inspection Service and local law enforcement to investigate and seize these bogus products and keep the public safe.”

Remarks as Prepared for Delivery for the June 4, 2020 Press Conference

Good afternoon.

Over the Constitution Avenue entrance to this building is a Latin inscription that translates as “Everything is created by Law and Order.”[1] That ancient principle still holds true. Our free society depends on the rule of law — the assurance that ordinary citizens can go about their lives without being subject to arbitrary violence or fear. When the rule of law breaks down, the promise of America does too.

Our nation is now confronting two serious threats to the rule of law. The first is a long-standing one but was recently crystalized and driven home by the killing of George Floyd in Minneapolis.

The video of police conduct in this episode is harrowing. When you watch it, and imagine that one of your own loved ones was being treated like that, and begging for their lives, it is impossible for any normal human being not to be struck in the heart with horror.

This matter is being pursued by both the state and the federal government. The state has filed second degree murder charges against one officer, and aiding and abetting charges against three other officers.

As we typically do in cases such as this, the Department of Justice is conducting a parallel and independent investigation into possible violations of federal civil rights laws.

The president has directed me to spare no effort. We are coordinating our work with that of Minnesota Attorney General Keith Ellison. As a matter of comity, the Department of Justice typically lets the state go forward with its proceedings first.

This afternoon, our United States Attorney in Minnesota and FBI Special Agent in Charge of the Minneapolis Field Office will attend a memorial service for Mr. Floyd. Today is a day for mourning, and the day is coming soon when justice will be served.

George Floyd’s death was not the first of its kind, and it exposes concerns that reach far beyond this case.

While the vast majority of police officers do their job bravely and righteously, it is undeniable that many African Americans lack confidence in the American criminal justice system. That must change. Our Constitution mandates equal protection of the laws, and nothing less is acceptable. As the nation’s leading federal law-enforcement agency, the Department of Justice will do its part. I believe that police chiefs and law enforcement leaders around the country are committed to ensuring that racism plays no part in law enforcement, and that everyone receives equal protection of the laws.
As I told the governors on Monday, we understand the distinction among three different sets of actors. The large preponderance of those who are protesting are peaceful demonstrators who are exercising their First Amendment rights.

At some demonstrations, there are groups that exploit the opportunity to engage in looting. And finally, at some demonstration, there are extremist agitators who are hijacking the protests to pursue their own separate and violent agenda.

We have evidence that Antifa and other similar extremist groups, as well as actors of a variety of different political persuasions, have been involved in instigating and participating in the violent activity. We are also seeing foreign actors playing all sides to exacerbate the violence.

The Department of Justice is working to restore order in the District of Columbia and around the nation. Here in Washington, we are working around the clock with local police, the citizen soldiers of the National Guard, and other federal agencies to provide safety and justice. We have deployed all the major law-enforcement components of the department in this mission, including the FBI, ATF, DEA, Bureau of Prisons, and U.S. Marshals Service. I thank them and all those working bravely and professionally to protect the District.

The Justice Department is also working closely with our state and local partners to address violent riots around the country. Our federal law enforcement efforts are focused on the violent instigators.

Through the FBI, U.S. Attorney’s Offices, component field offices, and state and local law enforcement, we are receiving real-time intelligence, and we have deployed resources to quell outbreaks of violence in several places. I urge governors, mayors, and other state and local leaders to work closely with the National Guard and with us. The federal government has thus far made 51 arrests for federal crimes in connection with violent rioting. We will continue to investigate, make arrests, and prosecute where warranted.

When I was Attorney General in 1992, violent riots broke out in Los Angeles following the acquittal of the police officers accused of beating Rodney King. Ultimately, the department at my direction filed federal civil rights charges against the officers. As President Bush assured the Nation at that time, “The violence will end. Justice will be served. Hope will return.” The same is true today. The rule of law will prevail. Thank you.

The report said police carried out systematic extrajudicial killings with “near impunity” encouraged by President Duterte’s hardline approach to crushing drug cartels that had created a treatment crisis in the country, suppressing treatment centers and prisons as they struggle to cope with the numbers, frightening policies as “negation,” and “neutralization” of “drug personalities”, more appropriated to Russian gulags, than a celebrated country like the Philippines.

“Such ill-defined and ominous language, coupled with repeated verbal encouragement by the highest level of state officials to use lethal force, may have emboldened police to treat the circular as permission to kill,” the report said.

ICE took custody of a Mexican national convicted of murder and aggravated robbery from Utah State Prison, a welcome sign of cooperation by the state authorities, and hopefully trend that would spread nationally,  with the action based on a  March 30, 2016 detainer with the Salt Lake County Adult Detention Center, Utah, that released Marco Antonio Garcia Arriaga, 30, directly to ICE custody to affect his removal from the United States.

“When local jurisdictions honor ICE detainers and release dangerous criminal illegal aliens directly into our custody everyone from the arresting officer to the community-at-large is safer from crime,” said Sylvester Ortega, acting field office director for ERO Salt Lake City.

“The public needs to know that cooperation between all law enforcement agencies makes their communities safer by providing justice and closure for their victims. We will continue to protect the community from criminal illegal aliens that hurt the citizens of this country.”
Garcia Arriaga has a conviction for possession with intent to distribute a controlled substance from 2011 and was removed from the U.S. the same year. He returned in 2012 and was charged with illegal reentry to the U.S, a felony, and sentenced to 10 months in prison and removed Jan. 7, 2013. On an unknown date he returned to the U.S. a third time and was arrested for homicide and aggravated robbery May 29, 2016. He was sentenced by the 3rd District Court of Utah Oct. 28, 2019 and served time in state prison for his crimes.

With over 20,000 National Guard members mobilized in 29 states to deal with the violence, almost 10,000 people having been arrested in the eight days of protests and mayhem, that left at least 13 people killed in protests, and hundreds injured, including many police officers, marchers turned civil and largely peaceful across the US, and the streets were calmer for first time in many days. The change was even noticed by the former VP of our beloved 1st Muslim President, Grand Ayatollah Barack, “We must spread freedom around the world by reading our citizens email” Obama, “May Allah Shadow fall upon him”, “Uncle” Joe, “Sleeping in a wrong century” Biden, who issued a statement that he would seek to ‘heal racial wounds’, and not be left behind, US House Speaker    Nancy, “Anyone caught urinating in front of my mansion will be deported to Arizona” Pelosi, suddenly felt religious and concerned, flashing a photo holding a bible.

Mayor Bill de Blasio moved the curfew up from 11:00pm a night earlier, but rejected an “olive branch” from President Trump, and Governor Andrew Cuomo to bring in the National Guard:

“Everyone, time to go home so we can keep people safe,” he said on radio shortly after the curfew took effect.

Protests had resumed during the day and people marched in their thousands in parts of Manhattan and Brooklyn, as shopkeepers boarded up their businesses after millions in property losses caused by the “freedom fighters”.
