It rained hard in a short amount of time, and this whole thing came up quickly,” that is how Rick Carhart, a spokesman with the California Department of Forestry and Fire Protection, commented on reports of flash flooding in areas that were not burned.

Flash flooding has hit a wildfire-scarred area of Northern California, with water rescue teams deployed to help people stranded in vehicles, as downpours hit Paradise; a city devastated in recent fires.

A reported 125 millimeters of rain fell in some areas in an hour, and authorities received reports of downed trees and power lines, followed by the Butte County Sheriff’s Department is ordering evacuations.

People were being taken to a church in Chico after a downpour in the Paradise area.

Trump met with Homeland Security Secretary Kirstjen Nielsen, FEMA Administrator Brock Long, and other senior officials yesterday in the Oval Office to discuss preparations. “Hurricane Florence is setting out to be a devastating event,” Administrator Long said, comparing its potential to Hurricane Hugo in 1989.

The Administration is focused on helping state leaders and the general public alike before, during, and after the storm makes landfall.

“We’re supporting the governors with achieving their life safety evacuation and movements,” Administrator Long said. “We’re focused on mass care and sheltering. And then we’ll be focused on helping them to execute their response and recovery goals.”

Earlier this week, President Trump approved emergency declarations for South Carolina, North Carolina, and Virginia. “I’ve spoken with the governors,” President Trump said yesterday. “They’re prepared. We’re prepared.”

The most powerful typhoon named Mangkut is closing in on the northern Philippines, with recorded winds of 180 mi/h that will lead to storm surges, flooding and landslides increase the risks, the 15th storm to batter the Philippines this year.
Forecasters said Typhoon Mangkhut, considered the strongest this year, could hit northern Cagayan province on Saturday.
