ICE Homeland Security Investigations (HSI) announced earlier this month the addition of Raul Antonio De La Santisima Trinidad Gorrin Belisario, a Venezuelan attorney and businessman, to its Most Wanted list for conspiracy to violate the Foreign Corrupt Practices Act (FCPA) and several counts of money laundering, following indictment filed on August 16, 2017, in the Southern District of Florida, Gorrin Belisario’s subsequent escape from justice, and the updated FinCEN advisory (FIN-2019-A002, published by the U.S. Treasury Department’s Financial Crimes Enforcement Network May 3, 2019) regarding widespread public corruption in Venezuela.
The indictment alleges that Gorrin Belisario, 50, a Venezuelan citizen with a residence in Miami, Florida, paid millions of dollars in bribes to two high-level Venezuelan officials to secure the rights to conduct foreign currency exchange transactions at favorable rates for the Venezuelan government. In addition to wiring money to bribe the officials, he allegedly purchased and paid expenses for them related to private jets, yachts, homes, champion horses, high-end watches, and a fashion line. To conceal the bribery payments, Gorrin Belisario made payments through multiple shell companies. Furthermore, he allegedly partnered with other subjects to acquire Banco Peravia, a bank in the Dominican Republic, to launder bribes paid to Venezuelan officials and stash the illicit proceeds of the scheme.
Gorrin Belisario was last seen in Caracas, Venezuela, and currently remains at-large.

In yet another partisan attack on President Trump, the Government Accountability Office (GAO) said in a report that the Trump Administration violated the law in holding up the aid, which Congress passed less than a year ago.
“The President is not vested with the power to ignore or amend any such duly enacted law,” the report said.
The findings are not legally binding and have no prosecutorial power, and the aid was held up on orders from Mr. Trump, but was released after a complaint.
“Faithful execution of the law does not permit the President to substitute his own policy priorities for those that Congress has enacted into law,” the agency’s general counsel wrote in the report, completely ignoring the fact that son of current Democratic party leading candidate for President of the United States Joe, “Sleeping in a wrong century” Biden, Hunter was paid a million dollars a year to sit on a company board, just because it provided a channel for influence on US Government decision making: i.e. a blatant corruption.

A top Chinese banker identified as Lai Xiaomin confessed to taking more than 200 million yuan ($42 million) in cash bribes and stuffing the notes in cabinets in his apartment, due to being “too scared to spend” his millions in cash bribes as chairman of China Huarong Asset Management, one of the country’s top banks, and the Communist Party chief inside the company.
He confirmed taking the bribes during a confession in a documentary on state broadcaster CCTV.
Authorities found the cash was packed into cupboards, along with a large number of other items such as luxury watches, gold and artworks. The documentary also said Mr. Lai owned numerous properties and luxury cars.
“I didn’t even spend a cent … It’s all confiscated by the [Communist] Party in the end. What’s the point to have that much money?” Mr. Lai said.
