A Mexican national illegally present in the United States pleaded guilty yesterday to conspiracy to distribute and possess with intent to distribute 500 grams or more of methamphetamine and 100 grams or more of heroin, as well as illegal reentry after deportation.
Arturo avid Aguilera-Viveros, 36, who was living in Adams County, Colorado, was originally charged in U.S. District Court for the District of Colorado for his role in a conspiracy to distribute methamphetamine and heroin. He was subsequently charged in Wyoming for his role in a separate conspiracy which sent large quantities of methamphetamine from Colorado into Wyoming. As part of his plea agreement in the Colorado case, Aguilera-Viveros agreed to transfer his Wyoming case to Colorado to enter a plea of guilty and be sentenced. Aguilera-Viveros admitted he was a manager or supervisor of criminal activity which involved five or more participants. Law enforcement determined that his drug trafficking activities in the Colorado case involved approximately three kilograms of near-pure methamphetamine and 200 grams of black tar heroin. He also admitted that his drug trafficking activities in the Wyoming case involved approximately 20 pounds of methamphetamine.

Ryan Kamada, 41, of Windsor, Colorado, pleaded guilty to one count of obstruction of proceedings before a department or agency of the United States before U.S. District Judge William J. Martinez of the District of Colorado.
According to admissions Kamada made in connection with his guilty plea, beginning in or around October 2018, a federal task force was investigating an international drug trafficking organization that was distributing large quantities of cocaine throughout northern Colorado.One of the members of the organization was a drug trafficker who lived in Greeley, Colorado.Kamada had known the drug trafficker since high school.
Starting in January 2019, Kamada served as a District Court judge of the 19th Judicial District of Colorado.While serving as the “on call” judge one evening in April 2019, he received a phone call from a task force officer who was seeking a search warrant related to the investigation into the drug trafficker.The task force officer pointed out to Kamada that he was associated with the drug trafficker on social media.As a result, Kamada recused himself from the case, but early the next morning, he called his best friend, Geoffrey Chacon, who had also known the drug trafficker since childhood.Kamada told Chacon that law enforcement was “watching” the drug trafficker’s house, car and phone, and instructed Chacon to “stay away” from the drug trafficker.Chacon subsequently informed the drug trafficker about the warrant and Chacon modified his own behavior in order to avoid law enforcement attention.
The information that Chacon provided to the drug trafficker also caused the drug trafficker to change his pattern of conduct and substantially interfered with the task force’s investigation.After Chacon relayed the information that he received from Kamada to the drug trafficker, Chacon destroyed records of his communications with the drug trafficker in order to impair efforts by law enforcement to tie Chacon to the drug trafficker.In November 2019, Chacon pleaded guilty in federal court to one count of destruction of records with the intent to obstruct a federal investigation.

Operation Stolen Promise is a national operation aimed at combatting COVID-19 fraud and other related criminal activity. The operation enhances collaboration with multiple federal agencies, along with business and industry representatives. Surging criminal activity surrounding the COVID-19 pandemic requires an equally robust investigative response to protect the American public.
HSI Baltimore has been actively leveraging investigative resources and partnerships to intercept fraudulent products before they can enter our community. In one seizure, HSI Baltimore, U.S Customs and Border Protection and Maryland Natural Resources Police intercepted and seized a shipment that originated in China and contained unapproved COVID-19 test kits. In another case, HSI and the U.S. Postal Inspection Service intercepted a package originating in Hong Kong and discovered nearly 500 unapproved COVID-19 treatment capsules.

Good afternoon.
Over the Constitution Avenue entrance to this building is a Latin inscription that translates as “Everything is created by Law and Order.”[1] That ancient principle still holds true. Our free society depends on the rule of law — the assurance that ordinary citizens can go about their lives without being subject to arbitrary violence or fear. When the rule of law breaks down, the promise of America does too.
Our nation is now confronting two serious threats to the rule of law. The first is a long-standing one but was recently crystalized and driven home by the killing of George Floyd in Minneapolis.
The video of police conduct in this episode is harrowing. When you watch it, and imagine that one of your own loved ones was being treated like that, and begging for their lives, it is impossible for any normal human being not to be struck in the heart with horror.
This matter is being pursued by both the state and the federal government. The state has filed second degree murder charges against one officer, and aiding and abetting charges against three other officers.
As we typically do in cases such as this, the Department of Justice is conducting a parallel and independent investigation into possible violations of federal civil rights laws.
The president has directed me to spare no effort. We are coordinating our work with that of Minnesota Attorney General Keith Ellison. As a matter of comity, the Department of Justice typically lets the state go forward with its proceedings first.
This afternoon, our United States Attorney in Minnesota and FBI Special Agent in Charge of the Minneapolis Field Office will attend a memorial service for Mr. Floyd. Today is a day for mourning, and the day is coming soon when justice will be served.
George Floyd’s death was not the first of its kind, and it exposes concerns that reach far beyond this case.
While the vast majority of police officers do their job bravely and righteously, it is undeniable that many African Americans lack confidence in the American criminal justice system. That must change. Our Constitution mandates equal protection of the laws, and nothing less is acceptable. As the nation’s leading federal law-enforcement agency, the Department of Justice will do its part. I believe that police chiefs and law enforcement leaders around the country are committed to ensuring that racism plays no part in law enforcement, and that everyone receives equal protection of the laws. As I told the governors on Monday, we understand the distinction among three different sets of actors. The large preponderance of those who are protesting are peaceful demonstrators who are exercising their First Amendment rights.
At some demonstrations, there are groups that exploit the opportunity to engage in looting. And finally, at some demonstration, there are extremist agitators who are hijacking the protests to pursue their own separate and violent agenda.
We have evidence that Antifa and other similar extremist groups, as well as actors of a variety of different political persuasions, have been involved in instigating and participating in the violent activity. We are also seeing foreign actors playing all sides to exacerbate the violence.
The Department of Justice is working to restore order in the District of Columbia and around the nation. Here in Washington, we are working around the clock with local police, the citizen soldiers of the National Guard, and other federal agencies to provide safety and justice. We have deployed all the major law-enforcement components of the department in this mission, including the FBI, ATF, DEA, Bureau of Prisons, and U.S. Marshals Service. I thank them and all those working bravely and professionally to protect the District.
The Justice Department is also working closely with our state and local partners to address violent riots around the country. Our federal law enforcement efforts are focused on the violent instigators.
Through the FBI, U.S. Attorney’s Offices, component field offices, and state and local law enforcement, we are receiving real-time intelligence, and we have deployed resources to quell outbreaks of violence in several places. I urge governors, mayors, and other state and local leaders to work closely with the National Guard and with us. The federal government has thus far made 51 arrests for federal crimes in connection with violent rioting. We will continue to investigate, make arrests, and prosecute where warranted.
When I was Attorney General in 1992, violent riots broke out in Los Angeles following the acquittal of the police officers accused of beating Rodney King. Ultimately, the department at my direction filed federal civil rights charges against the officers. As President Bush assured the Nation at that time, “The violence will end. Justice will be served. Hope will return.” The same is true today. The rule of law will prevail. Thank you.
