Attorney General William P. Barr and Department of Health and Human Services (HHS) Secretary Alex M. Azar II, together with multiple law enforcement partners, today announced enforcement actions involving 60 charged defendants across 11 federal districts, including 31 doctors, seven pharmacists, eight nurse practitioners, and seven other licensed medical professionals, for their alleged participation in the illegal prescribing and distributing of opioids and other dangerous narcotics and for health care fraud schemes.  In addition, HHS announced today that since June 2018, it has excluded over 2,000 individuals from participation in Medicare, Medicaid and all other Federal health care programs, which includes more than 650 providers excluded for conduct related to opioid diversion and abuse.  Since July 2017, DEA has issued 31 immediate suspension orders, 129 orders to show cause, and received 1,386 surrenders for cause nationwide for violations of the Controlled Substances Act.

“The opioid epidemic is the deadliest drug crisis in American history, and Appalachia has suffered the consequences more than perhaps any other region,” Attorney General William P. Barr said.

“But the Department of Justice is doing its part to help end this crisis.  One of the Department’s most promising new initiatives is the Criminal Division’s Appalachian Regional Prescription Opioid Strike Force, which began its work in December.  Just four months later, this team of federal agents and 14 prosecutors has charged 60 defendants for alleged crimes related to millions of prescription opioids.  I am grateful to the Criminal Division, their U.S. Attorney partners, and to the members of the strike force for this outstanding work that holds the promise of saving many lives in Appalachian communities.”

In a study financed mostly by the National Institutes of Health, with 32 test organs coming from pigs killed for food at a local slaughterhouse, scientists were able to monitor some neuron activity within the brains of pigs that had been pronounced dead hours before, raising hopes for some medical advances and questions about the definition of death.

Researchers are emphasizing that the brains could not think or sense anything, and restoring consciousness was not a goal of the study, yet the analysis of the data found evidence that brain cells were absorbing blood sugar and oxygen hours after the pigs were slaughtered.

While lauding the experiment, some researchers have questioned whether it could become an ethical minefield.

The former leader of a large-scale Honduran drug trafficking organization, identified as Noe Montes-Bobadilla, 35, was sentenced by U.S. District Judge Liam O’Grady for the Eastern District of Virginia to 37 years in prison for trafficking thousands of kilograms of cocaine bound for the United States.

  According to court documents, Montes-Bobadilla, was the leader of the Montes-Bobadilla drug-trafficking cartel, or “Los Montes,” one of the largest in Honduras, that  dominated the drug-trafficking activity in the area of Francia, Honduras, in the Department of Colón. 

At that location and in the neighboring La Mosquitia region, Montes-Bobadilla’s organization and associates received shipments of cocaine sent via boats, clandestine aircraft, and even submarines by Colombian suppliers.  Each shipment generally carried hundreds of, if not more than a thousand, kilograms of cocaine.  Montes-Bobadilla worked closely with other drug-trafficking organizations, such as Los Valles and Los Cachiros, to import the cocaine in Honduras and transport it north through Central America and Mexico to its ultimate destination, the United States.  To protect his cocaine-trafficking operations, Montes-Bobadilla bribed law enforcement officers and officials, and engaged in numerous acts of violence, including murder. Through these efforts, Montes-Bobadilla and his organization distributed thousands of kilograms of cocaine destined for the United States.

Mexico is exploring alternate trade routes in the wake of President Trump’s threats of closing the U.S.-Mexico border to stop illegal immigration, according to Graciela Marquez, Mexico’s economy minister, who said officials are looking into the possibility of shipping goods north by sea if the U.S. seals its southern border, due to 70 %  of Mexico’s total trade traveling by land.

Mexico’s government is already adopting measures to cope with the U.S. government’s decision to scale back administrative personnel at some border crossings, which has slowed cross-border trade.

“I wouldn’t call it trade restrictions, but rather administrative decisions that translate into trade restrictions. But we would have to wait for the definitive closure as a measure of obstructing trade,” she said.

Marquez did not rule out the possibility of turning to the WTO in the event of a border closure, but admitted that it was all “speculation” for the moment.

A felon from Washington state sentenced in North Dakota to 15 years in federal prison for meth trafficking, illegally possessing firearm,  conspiring to distribute and possess methamphetamine, and for illegally possessing a firearm.

According to the investigation, David Saul Salazar, 49, Packwood, Washington, was traveling with Gregorio Capetillo and Luis Parra Magana from Washington state to Minot, North Dakota.

 During that trip, Berthold police chief stopped the car and discovered about 10 pounds of methamphetamine and multiple firearms.

The investigation also revealed prior multi-pound methamphetamine trips had been made by the same organization.

US Immigration and Customs Enforcement’s (ICE) Enforcement and Removal Operations (ERO) announced that it removed two foreign nationals wanted for violent crimes in their home countries, including a Salvadoran national identified as Yermin Alexander Diaz-Chavarria, arrested by US Border Patrol August 23, 2015, at Hidalgo Texas for entering the country illegally in 2017.

 Jose Bernardo Siquin-Tubac, a Guatemalan national, was arrested by the US Border Patrol near Hidalgo, Texas, for entering the country illegally, and was removed to Guatemala for violence against a woman.

“The violent criminal histories of these two individuals show that both posed a danger to the community,” said John Tsoukaris, field office director of ERO Newark.

 El Salvador issued a warrant of arrest for Diaz for aggravated murder and affiliation with criminal organizations.
