Chad Andrew Carter, 44, (a.k.a. “TopRod”) was arrested by U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI) agents May 5 for possessing approximately 3,077 image files and 469 video files containing child pornography, including images and videos of victims as young as three-to-five years old.
“Homeland Security Investigations agents, professional staff, and partner law enforcement agencies are continuing to pursue child predators online during the COVID-19 crisis. This is a particularly vulnerable time as more children are required to be online to accomplish remote learning. We urge parents and other caregivers to be vigilant and to provide as much supervision on online activity as possible,” said HSI Special Agent in Charge Tatum King.

According to United States Attorney David L. Anderson, a criminal complaint filed April 30, 2020, states Carter, of San Francisco, is alleged to have knowingly possessed child pornography. As detailed in the complaint, an individual using the handle “TopRod” was observed in a Zoom chat room displaying and streaming child pornography videos. Zoom is a videoconferencing and photo and video sharing platform. The user “TopRod” was traced to an IP address and email account in the defendant’s name.

Previously Wuhan classified asymptomatic cluster has suddenly came out of mutation the north-eastern province of Jilin in China, where five new cases were discovered, with the authorities saying the small cluster of cases were all from the same residential compound.
The small Wuhan cluster is the first to emerge since the end of the strict lockdown on 8 April, victim being the wife of an 89-year-old man who became the first confirmed case in the city in well over a month on Sunday.
All of the latest cases were previously classified as asymptomatic – meaning they tested positive for the virus but were not exhibiting clinical signs such as a cough or fever.
Such people can spread the virus despite not being sick, but China does not count asymptomatic cases in its official tally of confirmed infections until they show symptoms.
Hundreds of asymptomatic cases are being monitored by Wuhan health authorities, Shulan city in Jilin province, near the borders with Russia and North Korea, reported 11 new cases.
