Investigators are searching coast to coast for the bomber and mysterious motives behind the bizarre mail-bomb plot aimed at critics of US President Donald Trump, as the bomb squad is examining a mail distribution center near Miami New York officials say they are still treating the packages as “live devices.”

Tape on the pipes could give clues to help guide investigators who are also analyzing the design of the crude devices that were sent through the mail, to try to work out whether they were intended to detonate or sow fear two weeks before US mid-term elections.

Law enforcement experts said the devices were not rigged like booby-trapped package bombs that would explode upon opening, with many right-wing commentators and supporters of Mr. Trump have already suggested that the pipe bombs were part of a “false flag” operation by the left to indicate that Republicans have become violent as a result of Mr. Trump’s rhetoric. On his radio show, prominent conservative commentator Rush Limbaugh told his listeners that “Republicans just don’t do this kind of thing,” suggesting that a Democrat supporter would be a more likely culprit.

President Trump has ordered the Defense Department to cut its budget by $33 billion, the Pentagon’s deputy secretary Patrick Shanahan said that the instruction to cut the budget by 4.5 percent so far into the year had forced the Pentagon to effectively create two separate budgets for the 2020 fiscal year, which begins next October.

“So we are not going to reverse course on all of that planning, but we will build two budgets,” Shanahan said while speaking to the Military Reporters and Editors Association.

“We are building two budgets concurrently, but it will give the secretary a clear understanding of what the tradeoffs are. And we’ll go back, and we will do as directed by the president and give him a $700 billion budget and then everybody gets to decide how to work with that.”

Driving down drug costs has been a top priority for this President since day one, and Americans already see results: In the 100 days following the release of President Trump’s blueprint for lower drug costs, more than a dozen drug companies reduced their list prices, rolled back planned price increases, or froze their estimates for the rest of the year. The Food and Drug Administration (FDA) set a new record for generic approvals last year, approving more than 1,000 generics that will bring an estimated $9 billion in savings in 2018. President Trump signed a law to end unfair gag clauses, which prevented pharmacists from telling patients when they could pay less out of pocket than if they used insurance to cover certain medicines.

A 56-year-old Florida man identified as Cesar Sayoc, a registered Republican with a long rap sheet of threats against government officials has been arrested in connection with a mail-bombing campaign aimed at critics of US President Donald Trump, law enforcement officials saying that more arrests could follow.

Speaking at an event at the White House, Mr. Trump praised law enforcement for the quick arrest of the suspect, describing the search as looking for a “needle in a haystack.”

“These terrorizing acts are despicable and have no place in our country,” he said. “We will prosecute… them to the fullest extent of the law. We will never allow political violence to take root in our country.”

Investigators said mail-bombs were functional but unstable, meaning they could be set off merely by handling, and have timers easily bought at retail outlets. But experts speaking to several US media outlets have cast doubt on their effectiveness after seeing X-ray images. New York Police Commissioner James O’Neill could not confirm whether all the devices were intended to explode, but he said officials “are treating them as suspected explosive devices.”
