LOS ANGELES — The second defendant named in a federal grand jury indictment surrendered today to face charges stemming from a scheme that used bogus transcripts, ghostwritten admissions essays and imposters who took standardized tests to help foreigners gain admission to colleges, allowing them to fraudulently obtain student visas to enter or remain in the United States.
Yi Chen, aka “Brian Chen,” 33, of Monrovia, pleaded not guilty this afternoon to charges in a 21-count grand jury indictment that alleges conspiracy, visa fraud and aggravated identity theft.
Chen’s co-defendant – Yixin Li, aka “Eason Li” and “Calvin Wong,” 28, of San Gabriel – surrendered on March 2 and pleaded not guilty at an arraignment that afternoon.
The case against Chen and Li, as well as an earlier case targeting the test-takers, was investigated by Homeland Security Investigations (HSI) Los Angeles and the Department of State, Diplomatic Security Service. Substantial assistance was provided by the HSI Beijing attaché, U.S. Citizenship and Immigration Services, Fraud Detection and National Security Section and the Educational Testing Service, which administers the TOEFL exam.
The indictment alleges that Chen and Li owned “educational consulting” companies in Alhambra and Arcadia that charged foreign students thousands of dollars for “guaranteed” admission to a college that would lead to the issuance of an F-1 student visa. To secure admission to a school, the companies prepared application packages that used bogus or altered transcripts, and they hired people to impersonate the prospective student to take standardized tests, such as the Test of English as a Foreign Language (TOEFL).

WASHINGTON – A Pennsylvania and West Virginia man were arrested on criminal charges related to their alleged conspiring to injure officers and assaulting federal officers, among other charges, identified as Julian Elie Khater, 32, of State College, Pennsylvania, and George Pierre Tanios, 39, of Morgantown, West Virginia, all in connection with a complaint filed in federal court in Washington, D.C., charging them with conspiring to injure officers and assaulting federal officers, among other charges, on Jan. 6. Khater was arrested as he disembarked from an airplane at Newark Airport in New Jersey. Tanios was arrested at his residence in West Virginia.
Khater and Tanios are each charged with one count of conspiracy to injure an officer; three counts of assault on a federal officer with a dangerous weapon; one count of civil disorder; one count of obstructing or impeding an official proceeding; one count of physical violence on restricted grounds, while carrying dangerous weapon and resulting in significant bodily injury; and one count of violent entry and disorderly conduct, act of physical violence on Capitol grounds.

LOS ANGELES – The Justice Department’s Office on Violence Against Women (OVW) will direct more than $33 million in grant funding to California to support efforts to curb domestic violence throughout the state, announced U.S. Attorney for the Central District of California Nicola T. Hanna, U.S. Attorney for the Eastern District of California McGregor W. Scott, U.S. Attorney for the Northern District of California David L. Anderson, and U.S. Attorney for the Southern District of California Robert S. Brewer Jr.
As the state grapples with the COVID-19 pandemic, reports indicate that many cities are experiencing surges in domestic violence. The OVW grants will provide resources to local prosecutors, victim service providers, healthcare professionals, training organizations, and academic researchers, including several with national scope. Even with limited prosecutorial authority in domestic violence cases, the federal government remains committed to working with all of its partners to end the scourge of domestic violence.
Disturbing research shows that intimate partner homicides are common. According to the CDC, roughly 1 in 6 homicide victims are killed by an intimate partner. In 2019, California law enforcement received 161,123 domestic violence-related calls for assistance, and 47 percent of those calls involved a weapon. Research shows that abusers with a gun in the home are five times more likely to kill their partners than abusers who don’t have access to a firearm.
